Four of the five states with the highest average combined state-local tax rates are southern (Washington, sadly, is the only “blue” state). Southerners, whom have the highest rate of poor residents, would never vote for an estate tax or a capital gains increase but are perfectly fine with a regressive tax system – a system that eats away a higher percentage of your income the less you earn.
